Nelson De León

Nelson de LeónNelson brings over 20 years of recruiting and staffing experience to America At Work. In 1994, he opened the first Latino-owned employment agency in Reading, Pennsylvania to connect the growing Latino labor force in the area to local employers. His expertise lies is the recruitment and placement of bilingual and bicultural professionals for positions in the US and Latin America.

Nelson joined WorleyParsons corporate recruiting team, at the request of the company, a former client to provide full cycle recruiting support to: Finance, Project Controls, Engineering, and Infrastructure & Environments and Quality Control Departments. Additionally, he had the distinction of being the sole and lead recruiter supporting the company’s project in Ecuador, Petro Ecuador Esmeraldas Refinery Revamping.

He has traveled extensively through Latin America and the Caribbean as well as eastern and western Europe. He’s fluent in English, Spanish and Russian.

Nelson is a highly sought after expert in the field of recruitment and placement of bilingual/bicultural professionals. He has been recognized by the Governor of Pennsylvania as the first recipient of the Latino Pride Awards for Employment; he served on the Berks County Workforce Investment Board as well as being appointed Commissioner of the Reading Housing Authority. Additionally, he served on the Kutztown University Advisory board. He studied Civil Engineering at the Kiev Institute of Construction and Architecture in Kiev-Ukraine.

Philip Espinosa

Nelson de LeónPhilip’s career spans more than 25 years as a human resource leader, serving in the armed forces, health care, public sector and higher education. He began his career recruiting and has remained connected to recruiting and job placement in all his professional roles.

Successful recruiting outcomes are based on treating each candidate with respect and understanding there is a "right match” ‘waiting to be found. Philip has led searches and sourced candidates for senior leadership positions, various clinical practitioner roles, such as registered nurses and physical therapists, and for other technical skills, such as IT, HIM, Finance, MLIS, and a broad range of leadership and director level positions.

Past community involvement has included serving as a chamber of commerce board member, assisting schools with curriculum development, delivering employability workshops, and board membership with local workforce investment groups.

Philip has authored two books: "Deliver Excellent Customer Service With A SNAP - A No Cost Way To Restore Full Service," and "Focus On Your Success - 24 Simple Insights To Drive Daily Achievement."

As a recruiter for hard to fill roles for the Congressional Research Service Division of the Library of Congress, following a tour of military service where he recruited for the White House Communications Agency, Philip also recruited for numerous healthcare systems, and has independently represented motivated candidates who are conducting active career searches.

He has an undergraduate degree from the University of Colorado and a Master’s degree from Central Michigan University.
